Fostering An Ecosystem That Enables Fraud

When looking at entities in which fraud occurs, several common factors can be observed including an obsession with growth at any cost, selective blindness by leadership to unethical practices, lack of accountability due to complex structures, high pressure to meet financial targets, isolation of teams, use of euphemisms to downplay unethical behavior, high employee turnover and low engagement, and unaddressed conflicts of interest; all while the entities are working their hardest to maintain internal controls, governance, and a positive culture but failing. This gap between the culture that the entities are intending to create and what is actually being created produces an ecosystem in which fraudsters are fostered.

What makes this ecosystem unique is its undetectability. It slowly grows until, one day, the organization sees its results in the form of fraudulent activity. We believe that there are signs and indicators that indicate a hidden ecosystem beyond the visible culture. When an internal auditor audits the culture of an organization, he relies heavily on interviewing the employees and management, looking at turnover, violations, poor communication, and the spread of dissatisfaction. While those factors are good indicators, they will only start showing as the problem matures. Therefore, makes the audit of culture a late corrective measure rather than an early detective one.

Detecting the growth of an ecosystem that enables fraud can be done through breaking down the factors which allows a fraudster to grow. How is the organization creating an opportunity? How is the organization causing pressure? How is the organization provide the rationale?
